Professional Background
Clinical Practice
Dr. Tobias B. Kulik, MD, FAAN, CPPS, is a board-certified neurologist with dual subspecialty certification in Vascular Neurology and Neurocritical Care. He maintains an active clinical practice at Saint Luke’s Marion-Bloch Neuroscience Institute in Kansas City, a Comprehensive Stroke and Level 1 Trauma Center.
Dr. Kulik has treated thousands of patients across the full continuum of neurological disease, including ischemic and hemorrhagic stroke, traumatic and hypoxic-ischemic brain injury, autoimmune and infectious neurological disorders, and neurotoxicology. He remains actively engaged in both acute inpatient and longitudinal outpatient care, ensuring that every medicolegal opinion he provides reflects current, real-world clinical practice.
Academic Appointments
Dr. Kulik serves as a Clinical Associate Professor of Neurology at the University of Missouri–Kansas City School of Medicine. In this role, he teaches medical students, residents, and fellows in neurology, stroke, and neurocritical care. His academic work strengthens his ability to explain complex neurological concepts clearly and precisely, a skill that directly supports his medicolegal consulting and expert-witness work.
Patient Safety and Quality Leadership
A Fellow of the American Academy of Neurology and a Certified Professional in Patient Safety (CPPS), Dr. Kulik combines clinical expertise with systems-level insight into hospital quality and safety. As former Director of Quality and Stroke Center Lead at the University of New Mexico, he helped develop evidence-based protocols and high-reliability practices now used in advanced neuroscience programs nationwide.
Expert Witness Experience
In his expert-witness practice, Dr. Kulik provides clear, impartial, and evidence-based opinions in cases involving standard of care, causation, and neurological injury. His approach emphasizes precision, neutrality, and scientific clarity, assisting attorneys, judges, and juries in reaching well-supported conclusions.
As a Certified ImPACT Consultant (CIC) with advanced training in concussion and post-concussive symptom management, he brings added depth to traumatic brain injury and cognitive rehabilitation cases. He has also completed formal training in the AMA Guides to the Evaluation of Permanent Impairment (5th and 6th editions), supporting objective and defensible causation and impairment analysis.

Dr. Kulik is a frequently invited speaker at national neurology and critical-care conferences. He has authored more than 25 peer-reviewed publications, including work published in JAMA, Stroke, Vascular Neurology, and the New England Journal of Medicine.
